Are these worth powering up, or should I stick with the highest % possible? I've noticed that a good number of all my Pokemon have a high stat product, should I pay more attention to that number instead? Should I care about one more than the other? It seems that the rank % and stat product coincide with each other, though of course I could be mistaken. I also have a lot more Pokemon in the 70-80% PVP IV percentage rank, such as Azumaril or Machamp, but again not super high CP.

So, I'd really like to know, is it worth it to try and level up all or any of these low-CP Pokemon to their max under 1500 since some are in the 99th% percentile of their kind, or should I save my stardust and candy? Does CP matter for the Great League? Are these low CP/high rank worth using in battle or are they worthless until they're powered up? I'm including a screenshot of a handful of those Pokemon, to use as an example. Unfortunately, most of these are extremely low CP with varying levels (another number I just discovered and don't know what to do with). I only changed the names of the Pokemon with a PVP IV percentage rank of 90% or higher. So, I went back through my entire list and scanned them with Genie. I've been scouring reddit, YouTube and Google and have found contradictory posts, 'guarantees' and discussions about what numbers to listen to. Now, after thinking I had an army of strong and high-powered Pokemon, I very recently found out that PVP battles are handled completely different. I have Poke Genie downloaded and have been using that to track IVs, keeping pretty much only single Pokemon until I found a better one or 80% IV and up. I've been playing on and off since launch, only recently getting really into PoGo, and was told that I should be looking for the 3* and above Pokemon, first through the in-game appraisal system then through an external app.
